Monday, Feb. 12, 2024 AM
• Three public comments: regarding vacant seat on Planning Commission, and accusing BOCC of numerous “severe violations” of RCWs regarding the zoning update process. Request to cease process immediately.
• Emergency Management update: Maurice Goodall concerned that he was not included in discussion about new building for Coroner and Sheriff dept. storage; complaint about having to watch “offensive images” as part of required harassment training. The training program is pushing things that are not normal.
• Discussion on Hearing Examiner letter of termination. Dan Beardlee objects to way his termination was handled, does not want to stay in H.E. position any longer, resigns effective immediately.
• Further discussion on zoning code update procedure. Explanations of why it was done this way, legal requirements due to stipulation order agreed to by BOCC resulting from lawsuit by Yakima Nation.
• Discussion about applicant for planning commission vacancy. Concern about her strong opinions on property rights.
• Commissioner Branch reports on meeting with animal rescue organizations.
• Short discussion about taxes.

Tuesday, Feb. 13, 2024 AM
• Commissioners clean up previous meeting notes, Branch comments on logging
• Affordable housing grant support letter approved
• Used oil from elevators to be recycled for heat
• Road restrictions lifted, Cameron Lakes road project rejected by Indian affairs bureau
• Public Works next projects: drainage at Bonaparte, overlay near Oroville, Loomis-Oroville Rd.
• Minimum wage going up, budget adjustment necessary.
• Letter of support for affordable housing grant approved.
• Branch reports on regional opioid council’s progress, meetings among local actors, prospect of shared treatment evaluation center
• Meeting adjourned at 11:42.

Tuesday, Feb. 13, 2024 Board of Health meeting
• Board approves $19,000 to be paid to Blue Sky Minds, along with Memo of Understanding to conduct an assessment of Okanogan County's food/growers needs – will report back quarterly.
• Board approves procurement policy to purchase Emergency Response vehicle, preferably local purchase up to $55,000.
• Report from Dr. Wallace:
o We’re out of respiratory illness season (Covid, Influenza, RSV),
o ER visits have risen, hospitalization rates are down.
o Have been working with schools/day cares and Long Term Care facilities for outbreaks.
o Continued Opioid Overdose problem, along with sexually transmitted infections.
o Director presents power point to report on Public Health 2023 activity.& data.
o Environmental Health Officer reports wrap-up of 2023; septic difficult on an acre. (100 foot radius sanitary zone needed- easier with a 2 acre minimum.
