Twisp Valley Grange Hall needs something

The Grange Hall is in the midst of a major energy efficiency upgrade, and we will be anchoring R-21 insulated wall panels onto hollow cinder blocks. We want to do a "pull out test" with our concrete anchors in order to come up with a secure anchoring schedule/layout to satisfy extreme wind/suction loads so the panels won't blow away in a big wind event. We have an engineer on board but we need a device to do the pull out test. Something like a big spring loaded fish weighing scale or ? ? ? Anyone with experience in such realms? Dwight 509-860-4478
