Monday, January 22, 2024 AM
• Planning Director Pete Palmer says the Eastern Washington Airspace Extension is asking for comments about its proposal to lower the floor limit to 300’ in additional areas in the county—mostly in the Methow and the Reservation. The floor limit is already 300’ in parts of the county. Also, the Department of Ecology wants the county to update its Floodplain regulations.
• Commissioners hold a 10 minute executive session under RCW 42.30.110(1)(g) to evaluate the performance of a public employee, with Pete Palmer invited.
• Commissioners hold a 30 minute executive session under RCW 42.30.110(1)(ii) to discuss risks of potential litigation, inviting the Albert Lin, County Prosecutor, Esther Milner, Chief Civil Deputy Prosecutor and Shelley Keitzman, Human Resources and Risk Management.
• The commissioners were updated on last week’s Courthouse Security Meeting. They are considering buying lockers for courthouse visitors to store items that aren’t allowed in the courtrooms.
• Mike Worden, Dispatch Center, asks the commissioners to consider hiring a new radio technician and buying a new vehicle.
• Meeting adjourned at 11:38

• · Public Works Departmentt update (proposed legislation on transitioning from gas-powered to electric equipment, tax reform, storm water, etc.)

• Discussion on Homeless Housing Coalition and grant application
• Different ID cards for Superior Court Employees

Tuesday, January 23, 2024 AM
• Public Health requirements of Lazy Lightning long plat complied with, approval by commissioners
• In meeting with MJ Neal Architects to discuss floor plan of proposed Justice Center
o Sheriff Budrow opposes relocating courts to former Forest Service Building, security concerns cited, especially transportation of prisoners from jail to south 2nd Ave.; Court Clerk Susan Speiker and Prosecutor Albert Lin also against project
o BOCC is willing to change course if security concerns in historic courthouse can be resolved, will re-consult with departments heads for consensus
o Symbolic aspect of courthouse, respect for the institution of the court evoked
o Architects, commissioners, staff agree grouping public services on new site makes sense
o Most of the current courthouse renovation plans would be unaffected by project turn around.

Tuesday, January 23, 2024 PM
• Asbestos removal in courthouse hallways, slated for summer, will bring altered circulation and relocated offices
• Windows in annex to match courthouse windows
• Either polished concrete or something else for courthouse flooring surface, depending on historical preservation group’s recommendation
• Five resolutions signed affecting funds for housing (resolution 5-2024), Search and Rescue, hiring nurses to cover jail, and un-obligated funds certification
• Commissioners sign letter supporting broadband connectivity on reservation
• No free bottled water-rule to be waived for maintenance workers
• Sunrise RV publicized but didn’t sign contract for annual event in Agriplex, site already rented out for same weekend
• Mini debate on where to put asphalt in 2nd Ave. building parking lot
