Monday, September 23, 2024 AM
• Commissioner Hover discusses changes in the membership of the Lodging Tax Advisory Committee.
• Isabelle Spohn, a member of the public, comments on appointing members to planning committees for Methow Review District’s sub-units B & C, and would also like clearly defined boundaries between the sub-units.
• Nick Bates, Fairgrounds Manager, discusses a proposed raise for one of his employees. He also makes a case for more security after hours during next year’s fair.
• Pete Palmer, Planning Director tells the commissioners that the comment period for the zone code review will begin a week later than originally planned.
• The commissioners have recently received a number of emails complaining about new road closures on Department of Natural Resources (DNR) land to Off Road Vehicles. The DNR responds that there are no new road closures, but that they’ve been able to hire new enforcement personnel and so there is more signage and enforcement on roads that have been closed for a long time but were being heavily used. The problem of illegal use of motorized vehicles on roads closed to them is especially acute in the Loomis Landscape.
• The commissioners discuss how to consolidate the Oroville Rural EMS District and the Tonasket EMS District with State Senator Shelly Short, Esther Milner, Chief Civil Deputy Prosecutor and Larry Gilman, County Assessor. The RCW includes a process to consolidate fire districts, there is nothing in state law that allows a county to combine two rural EMS districts. Sen. Short will try to get the situation fixed in the next legislative session.
• The commissioners hold an executive session for 12 minutes under RCW 42.20.110(1)(i)—potential litigation. Esther Milner and Shelley Keitzman (Human Resources and Risk Management) are included.
• Meeting adjourns at 11:55.

Tuesday, September 24, 2024 AM
• No Public Comments
• Search and Rescue, Conservation staff (Community Wildfire Protection Plan- CWPP) request Title III funding. No decision made at the meeting BOCC asks CWPP for priorities—Wednesday, Sept. 25 is the public meeting on results of the CWPP.
• Two Public Hearings- Budget Supplemental Appropriations for Loomis Kiosk Survey and CE Clerk Training.
• County Engineer update on Public Works projects;
o Lost River Road, Foster Bridge repair, and asphalt pad at landfill.
o Loomis Kiosk – looking at LTAC (Lodging Tax Advisory Committee) funds.
o Twin Lakes Rd. Speed Study complete.
o 1st draft on construction project.
o Equipment needed to purchase – new guidelines of buying so many electric vehicles, along with diesel fueled ones.
• Meeting adjourned at 11:41, will return at 1:30 PM

Tuesday, September 24, 2024 PM
• Bids for Morgue/Sheriff’s storage building upwards of $4M, sewer hook-up to add costs
• Architects ready to sound out departments for best combination at former forest service building, possibly Auditor, Treasurer, Assessor, Elections; Planning and Building could share space in to-be-renovated public works building
• Grant funds for courthouse to ensure disabled access to courtrooms, jury rooms and bathrooms; interior will adopt more historic look; asbestos testing needed
• Commissioner Hover announces BOCC consensus that administrator to ensure continuity and oversight should be hired
• Department heads reports:
o Dispatch to use AI in transcribing audio, move will off-set rising staff costs.
o Sheriff faces flack from “anti-coasties” in Tonasket, is collaborating with Omak School District to create Law Enforcement study course;
o Court clerk pursued by dissatisfied customer, is grateful for security agents;
o Assessor reports big construction year but home prices at 82% of market;
• Commissioners discuss battery disposal, archiving of building project plans, security policy, RV park rentals, and use of opioid settlement spending.
• Meeting adjourned at 4:14.
